MVP in this build
- Requesting organisations (embassies, lenders, …) self-register with a PDF request letter; FCSC approves before they can file cases.
- MDA portal: employment verification requests routed to the employee’s ministry; consent before FCSC review.
- FCSC: onboard MDAs, approve external orgs, approve cases after consent, then release Trust Reports (mock pipeline).
- Superadmin: provision FCSC administrator accounts only.
- API v1: Sanctum-protected verification case endpoints for approved requesting organisations.
